No, trams are not free. Tram 28, which runs through Alfama and Graça, costs EUR 3.30 on board, EUR 1.72 with a Zapping card, or is included in the 24h Carris/Metro pass at EUR 7.25 or in the Lisboa Card. The sights along the tram's route, however, are free to walk without taking the tram, so visitors can explore Alfama and Graça on foot at no cost.
